Create inference trained model API

editCreates an inference trained model.
Models created in version 7.8.0 are not backwards compatible with older node versions. If in a mixed cluster environment, all nodes must be at least 7.8.0 to use a model stored by a 7.8.0 node.
This functionality is in technical preview and may be changed or removed in a future release. Elastic will work to fix any issues, but features in technical preview are not subject to the support SLA of official GA features.
