Confirm that each ECE host with the director role is running a ZooKeeper instance, that all instances are fully in sync, and that no unexpected instances are participating in the quorum.

Proceeding with maintenance or ECE upgrades while ZooKeeper is not fully healthy can lead to unexpected behavior, including data loss or quorum-related failures.
